- Latest awardees bring the total number of Policy Fellowships supported to 71
The Royal Academy of Engineering has announced the latest successful applicants to join its Policy Fellowships programme, now in its fifth year.
The seven Policy Fellows are:
- Abbie Badcock-Broe, Head of Corporate Strategy, Senior Strategy Manager, National Grid ESO
- Elena Gillies, Head of Self Driving Framework Policy, Centre for Connected and Autonomous Vehicles, Department for Transport
- David Martin, Team Leader (Monitoring, Insights & International), Energy Security Division UK Department for Energy Security & NetZero
- Dr Daire McCoy, Principal Economist, OFGEM
- Jonathan Morris, Growth & Infrastructure Planning Manager, Infrastructure Planning Service
- Annette Pass, Deputy Chief Scientific Advisor, Department for Transport
- Helen Terry, Strategy Lead, Talent and Skills, Investment Strategy, UK Research and Innovation
Between April and June this year these latest Policy Fellows will take part in a series of activities designed to help them make rapid progress on their chosen policy challenges. Activities will include one-to-one meetings with experts, coaching sessions, and group workshops.
They will learn first-hand how engineers solve problems using techniques such as systems thinking, apply this to complex policy questions, and have an opportunity to expand their personal networks with the Academy’s community of innovators and leaders.
Collectively over the period of their fellowship, they will meet over 100 leading engineers and interdisciplinary experts handpicked from the Academy’s UK and international networks. After completing their fellowship, the Policy Fellows will join programme’s network of alumni who are helping to engineer better policy across the civil and public service nationally.
Now in its fifth year, the programme’s impact on policymaking is demonstrated in its latest Annual Report and publication Managing complexity: how systems approaches can deliver better policy, showcasing the work of 27 Policy Fellows.

We are immensely proud of the impact they are making”
The next round of Policy Fellowships is now open for applications and will close on 20 May. Successful applicants will start in October 2024.

- The Policy Fellowships programme inspires policymakers to think differently and to use engineering and systems thinking to frame complex and wicked problems, and design resilient solutions. The programme has grown a unique network of policymakers, engineers and other experts who work together to develop fresh insights and approaches to economic, social, and technical problems. Twice a year the Royal Academy of Engineering will select exceptional policymakers to become Policy Fellows.
